RELATING TO CABLE TELEVISION SYSTEMS. Deletes the requirement that the department of commerce and consumer affairs conduct annual management and financial audits of designated public, educational, or governmental access channels. Removes the sunset provision in Act 19, Session Laws of Hawaii 2011, thereby permanently allowing the director of commerce and consumer affairs to designate an access organization to oversee public, educational, and governmental channels and requiring the cable advisory committee to advise the director and access organizations on certain matters. RELATING TO FIRE PROTECTION. Authorizes the state fire council to establish minimum qualifications, testing, certification, and credentialing for individuals conducting maintenance testing of fire extinguishers and fire protection and fire alarm systems. Authorizes the state fire council to implement statewide memoranda of understanding and agreements for the effective use of fire and life safety resources. (SD1)

RELATING TO PLANNED COMMUNITY ASSOCIATIONS. Provides a remedy for community associations to recover unpaid assessments for a share of common expenses up to the time of a grant or conveyance of property. Entitles both parties to a statement from the board of directors, either directly or through its managing agent or resident manager, setting forth the amount of the unpaid assessments. Relieves the grantee of liability for any unpaid assessments against the grantor in excess of the amount set forth in the statement, except as to the amount of subsequently dishonored checks mentioned in the statement as having been received within the thirty day period immediately preceding the date of such statement.

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Authorizes notice of hearings to be served by electronic service through a company designated by the Hawaii labor relations board. Clarifies the process to replace a recused Hawaii labor relations board member representing labor.
