(1) Increases the amount and threshold of the refundable food/excise tax credit.  (2) Increases the amount and threshold of the income tax credit for low-income household renters.  (3) Reduces the tax liability for low-income taxpayers by creating a tax credit that will eliminate a taxpayer's income tax liability if their federal adjusted gross income falls below federal poverty guidelines.  Reduces a taxpayer's income tax liability by 50% if the taxpayer's federal adjusted gross income falls between 100-125% of federal poverty guidelines.  (4) Establishes a state earned income tax credit.

RELATING TO THE RATE OF INTEREST APPLICABLE TO UNDERPAYMENTS AND NONPAYMENTS OF TAX.

Lowers the current interest rate payable by taxpayers on underpayments or nonpayments of tax from the rate of two-thirds of one per cent for each month or fraction thereof to the rate of one-third of one per cent for each month or fraction thereof.

Broadens the offense of violation of privacy in the first degree to include distributing, where there has been an agreement or understanding that the image shall remain private, images of the intimate body parts of another with intent to cause serious emotional distress.

Codifies opt-out provisions for parents and legal guardians who choose to exclude their children from a specific lesson or activity involving standards-based health curriculum.  Requires that an alternative standards-based health curriculum be developed and made available for opt-out students.

Requires that no more than 100 aquarium fish permits be issued statewide, and no more than 25 permits be issued in any one county.  Requires permit holders to complete daily catch reports.  Authorizes DLNR to establish a statewide limited entry program and rules for aquarium fish collectors.

Requires that an internet web address be included on a meeting notice for instructions on submitting testimony for a meeting; allows boards and commissions to provide notice of a meeting by first class mail or electronic means, including electronic mail and text messaging; requires boards and commissions to provide instructions and contact information for persons to request to be included on the list for notification of meetings to be sent via postal mail or electronic means; and specifies that any person who fails to properly send meeting notices by postal mail or electronic means or fails to send meeting notices in a timely manner shall be subject to penalties.

Clarifies that all or a portion of the benefits payable by reason of the death of the member of the employees' retirement system or former employee of the State or counties shall be payable to the alternate beneficiary designated under a qualified domestic relations order.  Allows the court to issue a qualified domestic relations order for support for purposes of designating an alternate beneficiary to receive retirement benefits under the employees' retirement system in connection with and in addition to a divorce decree.

Makes it a disorderly conduct offense to lie down at a bus stop shelter or structure in a manner that interferes with use of or access to the bus stop.  Establishes a fine of $50 for a violation.  Effective 7/1/14.

Requires the Board of Education to develop and the Department of Education to implement a pilot program to assist students in achieving annual goals under the Common Core State Standards.  Requires the Board of Education to provide web-based data and information aimed at improving student outcomes.  Effective July 1, 2014.

RELATING TO TELEHEALTH.

Requires reimbursement for services provided through telehealth to be equivalent to reimbursement for the same services provided via face-to-face contact between a health care provider and a patient.  Clarifies that a health care provider of telehealth includes primary care providers, mental health providers, and oral health providers such as physicians and osteopathic physicians, advanced practice registered nurses, psychologists, and dentists.  Amends references to "telemedicine" in the Hawaii Revised Statutes to "telehealth" for consistency.

Requires individual consent or a search warrant to track an individual through the use of unmanned aircraft systems.  Prohibits the repurposing of data without a search warrant.  Prohibits the carrying of firearms aboard unmanned aircraft systems.  Prohibits the causing of a nuisance from the operation of unmanned aircraft systems and model aircrafts.  Requires the police departments to implement guidelines of the International Association of Chiefs of Police Aviation Committee.

Requires the Hawaii Tourism Authority to develop a brand management plan, which includes promoting tourism in the State with destination marketing and other organizations.  Allows the Hawaii Tourism Authority to withhold sensitive information from public disclosure if it may be harmful to business interests or necessary to protect Hawaii's competitive advantage as a visitor destination.  Requires the Hawaii Tourism Authority's annual report to include expenditures with descriptions and evaluations of programs funded, and recommendations.  Makes various clarifying and housekeeping amendments throughout chapter 201B, HRS.
