Requires all public secondary schools to implement a school year that includes nine hundred ninety student instructional hours beginning with the 2014-2015 school year.  Repeals the requirement that by the 2016-2018 school years, all public schools implement a school year of one hundred eighty days and one thousand eighty student instructional hours for both elementary and secondary school grades.  Clarifies that the definition of "student instructional hours" shall be determined by the board of education.

Provides that historic properties shall be over seventy-five years old.  Provides that nothing in chapter 6E, HRS, shall be construed to require a review by the DLNR for residential property that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.

Grants certain lessees of public land the right of first refusal to extend or renew a lease prior to a public auction of the land.  Establishes appraisal process to assist in the determination of the fair market value of the land for rental purposes where the lease is renewed or extended.  Provides for the disposition of improvements to the land where the lease is not renewed or extended.

Requires UH to use a fair market value rate for the lease of its Mauna Kea lands when calculating the 20% pro rata share of lease revenues to the public land trust fund in fulfillment of the university's pro rata share of ceded land revenues owed to the office of Hawaiian affairs.  Requires reports to the legislature.

Prohibits the use of unmanned aircraft systems, commonly known as drones, for the collection of images, sound waves, or other information, except with appropriate consent, under a search warrant, or under other exceptions for certain law enforcement, counter-terrorist, and military operations.  Provides civil remedies for aggrieved parties.  Prohibits the use of improperly obtained information as evidence except in certain circumstances.

Requires the office of youth services to coordinate a five-year safe places for youth pilot program to establish a network of safe places where youth can access safety and services.  Establishes the position of safe places for youth program coordinator.  Establishes rules to allow minors to consent to enter the safe places program and provide immunity from liability to safe place providers and other related service providers.  Makes appropration.

Creates a capital infrastructure tax credit for tenants who are displaced by the Kapalama container terminal project.  Allows banks and other financial corporations the ability to claim the capital infrastructure tax credit.  Allows allocations of the capital infrastructure tax credit to a partner under a partnership agreement even if the allocation has a substantial economic effect.  Renews the technology infrastructure renovation tax credit through 2019.

Imposes a conveyance tax on the conveyance of a controlling interest of an entity that has an interest in real property in the State.  Applies to conveyances occurring after 06/30/2014.  Effective 07/01/2014.

Provides firefighters with comprehensive medical coverage through workers compensation law and service connected disability retirement benefits through a presumptive law for cancer, blood-borne infectious diseases, and exposure to a biochemical substance.  Effective July 1, 2014.

Provides that each county has the power to establish compassion centers for the dispensing of medical marijuana.  Requires that compassion centers shall only provide service to qualifying patients and primary caregivers registered with the department of public safety (department of health beginning January 2, 2015).  Makes compassion centers subject to the general excise tax by making inapplicable the exemption for amounts received from sales of prescription drugs or prosthetic devices.  Imposes a general excise tax on marijuana sales.  Imposes registration fee on compassion centers, to be shared with counties.

Clarifies that a state art museum be established on each of the islands of Kauai, Hawaii, Lanai, Maui, and Molokai to provide access to the general public to view the state art collection.

Addresses climate change adaptation by tasking the sustainability coordinator to create initial reports identifying expected climate impacts.  Tasks the Office of Planning with establishing and implementing strategic climate adaptation plans and policy recommendations based on reports from sustainability coordinator.  Establishes an interagency climate council with the task of implementing a general state policy to address climate change through 2050.  Appropriates funds for staffing and resources.  Effective July 1, 2014.

Establishes specific offenses for which evidence shall be retained.  Allows law enforcement agencies to petition the court to dispose of biological evidence.  Requires the court to use a preponderance of evidence standard in determining whether to allow the law enforcement agency to dispose of the biological evidence.

Reduces the tax liability for low-income taxpayers by creating a tax credit that will eliminate a taxpayer's income tax liability if their federal adjusted gross income falls below federal poverty guidelines.  Reduces a taxpayer's income tax liability by 50% if the taxpayer's federal adjusted gross income falls between 100-125% of federal poverty guidelines.

Makes an appropriation to establish and fund two special emergency medical response vehicle units based in Puna and Makalei on the island of Hawaii, including acquisition of vehicles, equipment and personnel costs.

Requires the administrator or attending physician of a psychiatric facility to provide notice of intent to discharge a patient or patient's admission to voluntary treatment.  Applies section 334-60.7, HRS, to only civil commitments as a direct result of legal proceedings.  Requires the notice to be served by mail at the person's last known address, unless the person waives this right in writing.  Requires courts to conduct hearings within seventy-two hours to determine if the patient still meets the criteria for involuntary hospitalization.
