Provides for the taxation of the pension income of: (1) an individual filer with federal adjusted gross income of $100,000 or more; (2) a joint or surviving spouse filer with federal adjusted gross income of $200,000 or more; and (3) a head of household with federal adjusted gross income of $150,000 or more. Effective for taxable years beginning after December 31, 2013.

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBER. Extends the period of separation that a police officer can order under suspicion of physical abuse or harm to 4:30 p.m. on the second business day following the weekend or legal holiday if the forty-eight hour period of separation expires on any Saturday, Sunday, or legal holiday or if the incident occurs after 12:00 p.m. on any Friday, or on any Saturday, Sunday, or legal holiday.

Expands the facility tax credit to include various biofuels; amends the definition of nameplate capacity; requires a qualifying facility to be located within the State and utilize locally grown feed stock for at least seventy-five per cent of its production output; increases the maximum annual amount of certified credits from $12,000,000 to $20,000,000; and removes the 40,000,000 gallon production per year cap. Applies to taxable years after 12/31/14.

Makes permanent the counties' authority to establish a surcharge on state tax.
