RELATING TO PUBLIC LAND LIABILITY. Makes permanent Act 82, Session Laws of Hawaii 2003, as amended, relating to the limitations of liability for public entities based on the duty to warn of dangers on public lands.

RELATING TO CIVIL PENALTIES ON HISTORIC PRESERVATION. Allows a prevailing private party plaintiff seeking injunctive relief against a defendant for any violation of chapter 6E, Hawaii Revised Statutes, or its implementing regulations, to recover reasonable attorney's fees and litigation costs from the defendant.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, OF THE HAWAII STATE CONSTITUTION TO ASSIST DAM AND RESERVOIR OWNERS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist dam and reservoir owners to improve their facilities to protect public safety and provide significant benefits to the general public as important water sources.
