RELATING TO COMPENSATION.
For government public works construction contracts greater than $2,000,
provides that overtime compensation be not less than 1 1/2 times the laborers
or mechanics basic hourly rate of pay plus fringe benefits and that if the
department of labor and industrial relations determines that the prevailing
wage is determined by a group represented by collective bargaining, then the
overtime and any other premium shall be at the same rates set by the
collective bargaining agreement. Specifies that the overtime rate be as
specified in the collective bargaining agreement when the basic hourly rate
is based on a collective bargaining agreement. Effective 07/01/30. (SD1)

RELATING TO EDUCATION.
Establishes the office of Hawaiian education for the purpose of providing
instruction to public school students on Hawaiian history, culture, arts, and
language. Requires reports to the legislature. Makes an appropriation for
the office of Hawaiian education. Effective July 1, 2050. (SD1)

RELATING TO EDUCATION.
Applies the requirement for all public secondary schools to implement a
school year that includes 990 student instructional hours to all school years
beginning with the 2014-2015 school year. Repeals the requirement that by
the 2016-2018 school years, all public schools implement a school year of 180
days and 1,080 student instructional hours for both elementary and secondary
school grades. Clarifies that the definition of "student instructional
hours" shall be determined by the board of education in consultation
with the exclusive representatives of the appropriate bargaining units.

RELATING TO EDUCATION.
Authorizes Department of Education employees and agents with specified
training to volunteer to administer auto-injectable epinephrine to a student
with anaphylaxis. Allows the Department of Education to make arrangements to
receive auto-injectable epinephrine supplies from manufacturers and
suppliers. Establishes a five-year auto-injectable epinephrine pilot program
within the Department of Education. Requires reports to the Legislature.
Makes an appropriation. Effective July 1, 2030. (SD1)
