RELATING TO CLIMATE CHANGE.

Addresses climate change adaptation by establishing the interagency sea level rise vulnerability and adaptation committee under the department of land and natural resources to create a sea level rise vulnerability and adaptation report that addresses sea level rise impacts statewide to 2050.  Tasks the office of planning with establishing and implementing strategic climate adaptation plans and policy recommendations using the sea level rise vulnerability and adaptation report as a framework for addressing other statewide climate impacts identified under Act 286, Session Laws of Hawaii 2012.  Appropriates funds for staffing and resources.  (SD1)

Establishes a registry for clean and sober homes within the Department of Health.  Appropriates funds.  Amends the county zoning statute to better align functions of state and county jurisdictions with federal law.  (SD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Continues the Hospital Sustainability Program by extending its sunset date to June 30, 2015, updating the referral dates in the statute, and revising the funding amount for the Hospital Sustainability Program for fiscal year 2014-2015.  (SD1)

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS.

Makes permanent Act 141, Sessions Laws of Hawaii 2009, which authorizes the county to issue affordable housing credits to the Department of Hawaiian Home Lands.  Makes permanent Act 98, Session Laws of Hawaii 2012, which requires the counties to issue affordable housing credits for each residential unit developed by the Department of Hawaiian Home Lands.  Allows credits to satisfy affordable housing obligations imposed by the county, regardless of the date of enactment thereof.  (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Amends the Hawaiian Homes Commission Act to permit the Department of Hawaiian Home Lands to dispose of department-owned or department-controlled improvements, or space within an improvement, on Hawaiian home lands through direct negotiations.  Effective July 1, 2030.  (HB2288 HD1)

RELATING TO VETERANS.

Provides qualifying totally and permanently disabled veterans an exemption of one-half of the state vehicle registration fee, rounded up to the nearest dollar.  Requires the Office of Veterans' Services to report the number of qualifying veterans to the Legislature and Department of Taxation.  Effective 1/1/15.  (SD1)

RELATING TO ILLEGAL PARKING UPON BIKEWAYS.

Sets a minimum fine of $200 for parking a vehicle on a bicycle lane or pathway.  (HB1706 HD1)

RELATING TO TRANSPORTATION.

Extends Department of Transportation's authority to extend the term of an airport concession, and to modify and amend the terms of any concession contracts, leases, and permits in exchange for revenue-enhancing improvements that are made or paid for by the concession.  Effective June 30, 2014.  (HB1811 HD1)
