RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES.

Authorizes the State to issue special purpose revenue bonds for all agricultural enterprises in the State, rather than only agricultural enterprises serving important agricultural lands. Contingent upon ratification of constitutional amendment authorizing the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises.  Effective July 1, 2030, and upon voter ratification.  (SD1)

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO AUTHORIZE THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES.

Proposes an amendment to the Hawaii State Constitution to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises on any type of agricultural land.  Effective, the latter of July 1, 2030, or upon ratification by the electorate.  (HB748 HD2)

RELATING TO CONSUMER PROTECTION.

Prohibits the sale of tickets to an exhibition, game, concert, and other events at prices greater than the sum of the price printed on the ticket, any lawful taxes collected, and any reasonable charge for services.  Specifies that no ticket sales for events in Hawaii shall commence before 8:00 a.m. Hawaii standard time or before the primary ticket seller commences ticket sales.  Specifies requirements for tickets sold or offered for sale through an internet website.  Establishes requirements for disclosures relating to fees and taxes and number of available tickets.  Establishes remedies.  Makes the circumvention of online ticket purchases through the use of illicit computer software a misdemeanor.  Effective July 1, 2112.  (SD1)

RELATING TO HEALTH.

Establishes the connector legislative oversight committee.  Establishes the Hawaii health insurance exchange special fund.  Beginning January 1, 2015, assesses a Hawaii health insurance exchange sustainability fee of no more than .345 per cent of the premiums derived from the sale of comprehensive medical insurance plans, including dental plans, in the State, to be deposited into the Hawaii health insurance exchange special fund.  Notes that the current two percent surcharge authorized by the connector on plans sold through the connector shall cease to be collected once the Hawaii health insurance exchange sustainability fee is instituted.  Requires the board of directors of the connector to prepare and submit to the legislative oversight committee a fully documented biennial sustainability plan budget request for the connector.  Permits the legislature to annually appropriate funds collected from the sustainability fee to the Hawaii health insurance exchange.  Clarifies that the connector must submit the results of the connector's annual audit to the legislature.  Amends the composition and procedures of the board of directors of the Hawaii health connector.  Appropriates funds to the Hawaii health insurance exchange special fund.  Requires the Hawaii health insurance exchange special fund to reimburse the general fund over a five-year period once the sustainability fee is instituted and collected and the sustainability plan is adopted.  Effective 7/1/2112.  (SD1)

RELATING TO VICTIM RESTITUTION.

Clarifies the Director of Public Safety's authority to deduct twenty-five per cent of all moneys earned, new deposits, and credits to an inmate's individual account for restitution.  Applies to orders for restitution in effect on and entered after the effective date of this Act.  Effective July 1, 2030.  (SD1)
