RELATING TO AGRICULTURE. Appropriates moneys for mitigation of, and education relating to, the coffee berry borer. Establishes a pesticide subsidy program until June 30, 2019, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer. Effective July 1, 2030. (SD1)

Part I: Authorizes DBEDT, in collaboration with DOA, to perform studies and analysis relating to establishing facilities on the island of Hawaii for quarantine inspection and treatment and handling incoming and outgoing commodities. Makes an appropriation. Effective July 1, 2014. Part II: Establishes an agricultural foreign-trade zone; specifies boundaries, jurisdiction, and benefits. Effective 07/01/2050. Part III: Creates an agricultural technology park under the high technology development corporation. Designates certain properties to be included in the park. Makes an appropriation. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOTORK HAWAII LLC. Authorizes the issuance of special purpose revenue bonds of up to $50,000,000 for BioTork Hawaii LLC for the development and operation of a facility to convert agricultural crops and by-products to biofuels and high-protein feed. Effective July 1, 2050. (SD1)

RELATING TO CONTRACTORS. Increases the fine against unlicensed contractors who commit licensing violations against elders.

RELATING TO CONTINUING EDUCATION FOR MARRIAGE AND FAMILY THERAPISTS. Requires licensed marriage and family therapists to complete a minimum of forty-five hours of continuing education courses, including six hours in ethic courses, during each licensing renewal period, for the period beginning January 1, 2017, and thereafter.

RELATING TO INSURANCE. Establishes and appropriates funds for the state innovation waiver task force to develop a plan for applying for a state innovation waiver under the federal Patient Protection and Affordable Care Act. RELATING TO EARLY LEARNING. Authorizes the executive office on early learning to enter into agreements with the department of education and charter schools for use of available classrooms as public preschool classrooms. Requires the executive office on early learning to enter into agreements with no more than five charter schools for the use of available classrooms for public preschool classrooms through June 30, 2019. Makes an appropriation. Effective 7/1/2050. (SD1)

RELATING TO DEPARTMENT OF EDUCATION SUPERINTENDENT'S SALARY. Adjusts the salary cap of the superintendent of education. Requires an annual evaluation of the superintendent of education based on outcomes determined by the board of education. Effective July 1, 2030. (SD1)

RELATING TO EARLY CHILDHOOD EDUCATION. Establishes the Early Childhood Education Program within the Early Learning System established by section 302L-2, Hawaii Revised Statutes. Effective upon the ratification of a constitutional amendment permitting the appropriation of public funds for private early childhood education. (SD1)

RELATING TO HAWAII 3R'S. Renames the Hawaii 3R's School Repair and Maintenance Fund the Hawaii 3R's School Improvement Fund. Requires the transfer of moneys collected pursuant to section 235-102.5(b), Hawaii Revised Statutes, and any other moneys received in the form of grants and donations for school-level improvements and minor repairs and maintenance to the Hawaii 3R's School Improvement Fund. RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT. Creates a capital infrastructure tax credit for investors who invest in qualified infrastructure tenants who are displaced by the Kapalama container terminal project. Allows allocations of the capital infrastructure tax credit to a partner under a partnership agreement even if the allocation does not have substantial economic effect. Recaptures an unspecified percentage of the capital infrastructure tax credit if the qualified infrastructure tenant does not meet certain conditions at the close of any taxable year. Effective 7/1/2050. (SD1)

RELATING TO FUNDING FOR FILM AND DIGITAL MEDIA DEVELOPMENT. Part I: Expands funding sources to support the Hawaii film studio and office and film and digital media industry development within the Department of Business, Economic Development, and Tourism. Repeals statutory sections relating to the Hawaii television and film development board, which has been inactive for many years and no longer serves its original funding mechanism purpose. Appropriates funds. Part II: Requires the board of directors of the high technology development corporation to create a film and media park. Designates certain properties to be included in the park.
