RELATING TO THE MAUI FOOD INNOVATION CENTER. Appropriates funds for the completion of the Maui food innovation center capital improvement project, for renovation and equipment for a value-added food production and business incubation facility located in the former campus cafeteria kitchen of the University of Hawaii Maui college.

RELATING TO SUSTAINABLE LIVING. Establishes a permit that excepts sustainable living research and sites from certain county codes, ordinances, and rules.

RELATING TO CONDOMINIUM ASSOCIATIONS. Clarifies that a condominium association's lien is subordinate to real property taxes, rather than all taxes. Clarifies that a condominium association may assess unpaid common fees against a purchaser, in addition to a mortgagee, who purchases a delinquent unit in a judicial or nonjudicial power of sale foreclosure.

RELATING TO DEPARTMENT OF EDUCATION SUPERINTENDENT'S SALARY. Adjusts the salary cap of the Superintendent of Education.

RELATING TO UTILITIES REGULATION. Aligns statutory language regarding utility ratemaking with widely accepted utility ratemaking principles and ratemaking practices already applied in Hawaii by allowing utilities in the State the opportunity to earn a fair return on utility property that is "used and useful" for public utility purposes. RELATING TO EARLY CHILDHOOD EDUCATION. Establishes the Early Childhood Education Program within the Early Learning System established by section 302L-2, Hawaii Revised Statutes.

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS. Makes permanent provisions for affordable housing credits on Hawaiian home lands.

RELATING TO LIQUOR TAX LAW. Defines "barrel" and "small brewery or brewpub". Establishes a tax rate of 47 cents per wine gallon on draft beer and beer other than draft beer that are brewed or produced by a small brewery or brewpub. Effective 07/01/2050. (SD1)

RELATING TO TRANSPORTATION. Requires the department of transportation and the University of Hawaii to complete negotiations and execute an agreement to relocate the University of Hawaii marine center no later than July 1, 2015. Specifies that current lease at gratis between the DOT and the UH shall be deemed terminated as a matter of law on that date. Requires progress report to legislature before 2015 regular session.

RELATING TO DISPOSITION OF LANDS IN WAIPIO VALLEY. Establishes a temporary working group to study and make recommendations for the preservation of natural, cultural, and historic resources in Waipio valley. Makes an appropriation for the purchase of land in Waipio valley. (SD1)

RELATING TO THE MAALAEA SMALL BOAT HARBOR. Appropriates funds for the capital improvement project at Maalaea small boat harbor for the replacement of wooden finger piers along the south mole at the harbor, including the demolition of the existing piers and steel piles, installation of new aluminum framed piers, and new composite plastic fingering.

RELATING TO HUNTING. Makes an appropriation to implement a statewide hunter education program and develop shooting ranges.

RELATING TO PUBLIC LAND. Amends the legislative approval requirement for any exchange of public land for private land to require a majority vote in both houses.
