The following measure(s) were previously heard in their respective standing committees:
RELATING TO THE MOTION PICTURES, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT. Requires film productions to comply with federal, state, and county laws and work with the Hawaii film office and appropriate state or county agency if a film production takes place on state or county property, in order to be eligible for the motion pictures, digital media, and film production income tax credit. Prohibits qualified production costs that have been financed with state funds from qualifying for motion pictures, digital media, and film production tax credits after July 1, 2014. Prohibits unscripted, soft-scripted, or reality television programming from qualifying for the tax credit. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Requires the stadium authority to work with certain state agencies within a one-half mile radius of the proposed Aloha Stadium rail station to develop a regional plan for a sports-technology district. Requires the stadium authority to submit its plan to the legislature. (SD1)

RELATING TO THE KAKAAKO COMMUNITY DEVELOPMENT DISTRICT. Amends Hawaii Community Development Authority statute to establish building restrictions and prohibitions for the Kakaako community development district. Takes effect 7/1/2050. (SD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Amends procedures of the HCDA to require additional public notice and public input for development projects and rule changes. Establishes additional requirements for development projects before HCDA approval can be granted. Creates appeal process for HCDA actions and decisions. Takes effect 7/1/2050. (SD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Amends HCDA public notice requirements and requirements for project approval. Creates a reconsideration process with available judicial review for HCDA decisions or actions. Takes effect 7/1/2050. (SD1)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Authorizes the Hawaii Housing Finance and Development Corporation Board of Directors to set the salary of the Hawaii Housing Finance and Development Corporation Executive Director; provided that the salary does not exceed a specified amount. RELATING TO HIGH TECHNOLOGY. Amends section 206M-15, Hawaii Revised Statutes, to add Phase II or III Small Business Innovation Research grants to qualifying criteria for grants from the High Technology Development Corporation. Increases the ceiling on any single transfer from the Hawaii capital loan revolving fund for grants from $100,000 to $500,000. Effective 7/1/2050. (SD1)

RELATING TO LAND EXCHANGE. Appropriates funds to investigate the possibility of exchanging state land for land owned by Dole Food Company, Inc., and for costs of executing the exchange. (SD1)

RELATING TO HEALTH. Appropriates funds to the department of health for direct health care services for the uninsured and underinsured. Appropriates funds to the department of human services to restore basic adult dental benefits to medicaid enrollees and to provide outreach and eligibility services for individuals and families at federally qualified health centers. Appropriates funds from general revenues and the community health centers special fund to establish health care homes. Appropriates funds to provide behavioral health services at federally qualified community health centers. (SD1)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Amends Act 156, Session Laws of Hawaii 2012, as amended by Act 142, Session Laws of Hawaii 2013, to continue the Nursing Facility Sustainability Program by extending the sunset date of the Act, updating the referral dates in the statute, and appropriating funding out of the nursing facility sustainability program special fund for fiscal year 2014-2015. Exempts the nursing facility program special fund from central service expenses assessed under section 36-27, Hawaii Revised Statutes. (SD1)

RELATING TO THE INVESTOR EDUCATION PROGRAM. Appropriates funds for the operation of investor education and other related financial education programs, targeted to kupuna, within the department of commerce and consumer affairs. (SD1)

RELATING TO AGING. Appropriates general funds to provide ongoing financial support to healthy aging programs and services. Requires the Executive Office on Aging to conduct a public education and awareness campaign on long-term care and appropriates general funds for its support and evaluation. (SD1)
