Clarifies that amounts received by a contractor of the patient-centered community care program for the costs or advancement to third party health care providers, pursuant to a contract with the United States Department of Veterans Affairs for the administration of the patient-centered community care program, are excluded from the state general excise tax. MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES IN THE PUNA DISTRICT. Makes an appropriation for a grant-in-aid to Hawaii county fire department to add an advanced life support ambulance/medic unit to serve the Puna district. (SD1)

RELATING TO PUBLIC SAFETY. Requires the department of public safety to form a working group to analyze the capitol district security infrastructure and develop a plan to create an integrated camera surveillance system. Requires a report to the legislature.

RELATING TO FIREARMS REGISTRATION. Requires the department of the attorney general, in collaboration with the county police departments, to establish a statewide online firearms registration process, to be fully implemented by July 1, 2015. RELATING TO UNMANNED AERIAL SYSTEMS TEST SITES. Establishes the Hawaii unmanned aerial systems test site chief operating officer position to, among other things, serve on the Pan-Pacific Unmanned Aerial Systems Test Range Complex management team. Establishes an advisory board to oversee and manage unmanned aerial systems test site operations. Appropriates the funds to staff and operate Hawaii's unmanned aerial systems test site activities. RELATING TO COUNTIES. Empowers counties to impose and enforce liens upon premises served for unpaid water or sewer charges after an opportunity to be heard under chapter 91, HRS. Repeals the authority of each county to take over from the State existing waterworks systems and sewer systems and to enlarge, develop, and improve the same. (SD1)

RELATING TO ENHANCED 911 SURCHARGES. Establishes a prepaid wireless E911 surcharge of 66 cents per retail transaction of prepaid wireless telecommunications service at the point of sale; allows sellers to deduct and retain three per cent of the surcharge that is collected; allows eHawaii.gov to retain up to two per cent of remitted surcharges to cover administrative costs; and requires the remaining amounts collected by eHawaii.gov to be placed in the enhanced 911 fund. Effective January 1, 2015. (SD1)
