RELATING TO HIGHER EDUCATION. Establishes a five-year pilot project at the college of pharmacy at the University of Hawaii at Hilo that ensures the financial self-sufficiency of the college. Establishes a special fund for the college of pharmacy. Appropriates moneys from the special fund. Takes effect 7/1/2050. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys to SEED at the University of Hawaii to fund 5 graduate assistant and student employee (2.5 FTE) positions to conduct and disseminate research relating to Asian American and Pacific Islander students in higher education, and to provide direct services to undergraduate and graduate students interested in diversity careers relating to student affairs and higher education.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Allows the court to decree a forfeiture by the member, former member, or retirant of all or a portion of any interest, hypothetical account balance (in excess of the amount representing any employee contributions made by or on behalf of the member, former member, or retirant), pension, annuity, or retirement allowance that the member, former member, or retirant may otherwise be entitled to if a member, former member, or retirant is convicted of a felony and the court finds that the felony is related to the employment of the member, former member, or retirant by the State or any county. Requires the employees' retirement system to comply with the court order and suspend or deny payment to the member, former member, or retirant as provided in the order. (SD1)

RELATING TO THE JUDICIARY. Requires the salary of the administrative director of the courts to be equal to the salary of the administrative director of the State and the salary of the deputy administrative director of the courts to be equal to ninety-five per cent of the salary of the administrative director of the courts.

RELATING TO CAMPAIGN SPENDING. Replaces chief election officer with office of elections in section 11-426, repeals references to a tax deduction in section 11-426 and all of section 11-424.

RELATING TO THE PROTECTION OF CHARITABLE ASSETS. Grants oversight authority to the Attorney General over charitable assets regardless of the form in which they are held. Authorizes the Attorney General to enforce the application of the charitable asset to prevent or remedy the misapplication, diversion, waste, or breach of duty in management of a charitable asset.

RELATING TO UNAUTHORIZED ENTRY INTO MOTOR VEHICLE. Requires a mandatory minimum sentencing period of imprisonment for any person who is convicted for and has a prior conviction or prior convictions for unauthorized entry into a motor vehicle in the first degree. (SD1)

RELATING TO LAND COURT. Authorizes the use of a master certificate of title for common interest communities to simplify and streamline the operation of the land court.

RELATING TO COMPENSATION. Establishes the calculation of overtime compensation for government public works construction contracts that are greater than $2,000 to be not less than one and one-half times the laborer's or mechanic's basic hourly rate of pay plus the cost of fringe benefits. Establishes that the overtime compensation rate shall be the rate specified in a collective bargaining agreement if the basic hourly rate is based on such agreement. (SD1)

RELATING TO INVESTMENT AUTHORITY OF THE EMPLOYEES' RETIREMENT SYSTEM. Repeals the limitation on the holding period for real estate acquired by the Employees' Retirement System by foreclosure, enforcement of security, or in satisfaction of debts.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Requires, rather than allows, the employees' retirement system to require any department or agency of the State or counties to furnish to the system certain payroll and personnel transaction information, including any changes or errors in payments that require correcting or updating. Provides that if a department or agency fails to provide the information, the State or county is required to pay to the system, on the first day of the following fiscal year in which the failure occurred, an amount equal to the employer contributions payable by the State or county. Provides that if the required payment is not made on the first day of the fiscal year, any unpaid amounts shall bear interest and any subsequent payments shall be applied first to accrued interest and then to the required payment. RELATING TO WORKERS' COMPENSATION MEDICAL FEE SCHEDULE. Requires the department of labor and industrial relations to update the workers' compensation medical fee schedule annually. Authorizes department of labor and industrial relations to establish a workers' compensation medical fee ceiling that exceeds one hundred ten per cent of the fees prescribed in the Medicare Resource Relative Value Scale for Hawaii. Effective 07/01/50. Sunsets 06/30/19. (SD1)

RELATING TO PUBLIC WORKS. Appropriates funds for two additional labor law enforcement specialist IV positions in the department of labor and industrial relations to assist the enforcement of Hawaii's wage and hour law on public construction projects. (SD1)

RELATING TO PUBLIC EMPLOYMENT. Requires, rather than permits, hiring to be done in accordance with civil service laws when the state historic preservation division of the department of land and natural resources hires professional and technical staff. Requires that any civil service exempt positions created after July 1, 2014, expire after three years of its enactment unless affirmatively extended by the legislature. Effective 07/01/50. (SD1)
