RELATING TO LANDOWNERS' LIABILITY. Amends section 520-2, Hawaii Revised Statutes, to delete the exclusion of lands owned by the government in the definition of "land."

RELATING TO THE DEFINITION OF REMNANTS. Clarifies that the term "remnant" shall apply only to the categories listed in section 171-52(a), Hawaii Revised Statutes.

MAKING AN APPROPRIATION TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Appropriates funds for the Hawaii association of conservation districts to assist with its staffing and operating costs. Effective 07/01/2014.

RELATING TO WATER ROYALTIES. Assesses $1 royalty for every 1000 gallons pumped from the State's aquifers. Dedicates revenues to offset water system project costs.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony no later than 6:00pm the night prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 10 copies (including an original) to Room 328 in the State Capitol; or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
