Amends section 520-2, Hawaii Revised Statutes, to delete the exclusion of lands owned by the government in the definition of "land."

Clarifies that the term "remnant" shall apply only to the categories listed in section 171-52(a), Hawaii Revised Statutes.

Authorizes the use of a master certificate of title for common interest communities to simplify and streamline the operation of the land court.

Establishes a community food forest program in the Department of Land and Natural Resources that shall work collaboratively with local government and community organizations to provide sources of healthy food statewide.  Appropriate funds.  Effective July 1, 2014.

RELATING TO PUBLIC LANDS.

Requires that conveyances, transfers, and exchanges of historic property or public land involving a historic property be done to advance historic preservation.

RELATING TO USE PERMITS FOR SMALL BOAT HARBOR FACILITIES.

Clarifies that no use permit for a state small boat harbor facility may be transferred unless specifically provided by law.

MAKING AN APPROPRIATION TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS.

Appropriates funds for the Hawaii association of conservation districts to assist with its staffing and operating costs. Effective 07/01/2014.

RELATING TO WATER ROYALTIES.

Assesses $1 royalty for every 1000 gallons pumped from the State's aquifers.  Dedicates revenues to offset water system project costs.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony no later than 6:00pm the night prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

WEB:      For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
