RELATING TO BUREAU OF CONVEYANCES.

Extends the sunset date of Act 119, Session Laws of Hawaii 2013, relating to the deregistration of fee non-time share interests.  Clarifies the actions taken after a certificate of title for a fee time share interest is deregistered and marked canceled by the assistant registrar.

Status

RELATING TO COUNTY ZONING.

Confers upon a property owner a private right of action and allows the property owner to file suit directly in circuit court to enforce zoning violations relating to a transient vacation rental on a neighboring property that directly affect the property owner.  Allows the court to award attorney's fees and other reasonable expense incurred to the prevailing party.  Effective July 1, 2020.  (SD2)

RELATING TO HISTORIC PROPERTY.

Amends the definition of "historic property" to exclude any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.  (SD1)

RELATING TO PUBLIC LANDS.

Requires DLNR to establish a 2-year pilot project to resolve user conflicts on public recreational lands by convening a working group on the island of Oahu to identify and implement management strategies through the execution of a written agreement between interested parties.  Effective 07/01/2050.  (SD2)

RELATING TO LAND COURT.

Authorizes the use of a master certificate of title for common interest communities to simplify and streamline the operation of the land court.  Effective 07/01/2050.  (SD1)

RELATING TO PUBLIC LAND.

Amends the legislative approval requirement for any exchange of public land for private land to require a majority vote in both houses.  Effective 7/1/2050.  (SD1)

Persons wishing to offer comments should submit testimony no later than 6:00 pm the night prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and
