Status

RELATING TO THE PUBLIC-PRIVATE FINANCE INITIATIVE.

Establishes the public-private finance initiative (PPFI).  Requires the PPFI to initiate a pilot project.  Appropriates an unspecified amount of funds for the PPFI.  Effective January 20, 2050.  Repeals on July 1, 2018.  (HB2127 HD1)

Status

RELATING TO COMMUNITY-BASED EDUCATIONAL RETREATS.

Authorizes the use of certain land, subject to county approval and oversight, for educational retreat development, teaching of ecology, the presentation of nature, culture, and wellness programs, and the modeling of sustainable living practices including agriculture and waste and resource management, through planned community use.  Effective September 2, 2838. RELATING TO WATERSHED PROTECTION.

Establishes a watershed initiatives program in DLNR.  Subjects program employees to the civil service laws.  Appropriates funds for FY 2014-2015.

RELATING TO STORMWATER MANAGEMENT.

Authorizes any county to establish and charge user fees to maintain stormwater management systems and infrastructure.  Directs the Commission on Water Resource Management to report to the legislature on reducing stormwater runoff quantity and incentivizing stormwater reclamation and reuse.

Status

RELATING TO PUBLIC LANDS.

Grants certain lessees of public land the right of first refusal to extend or renew a lease prior to a public auction of the land.  Establishes appraisal process to assist in the determination of the fair market value of the land for rental purposes where the lease is renewed or extended.  Provides for the disposition of improvements to the land where the lease is not renewed or extended.

Status

RELATING TO CHAPTER 171, HAWAII REVISED STATUTES.

Authorizes the BLNR to extend, in addition to hotel and resort leases, commercial and industrial leases.  Authorizes the extension of leases for substantial improvements to the leased premises.  Extends the repeal date of Act 219, SLH 2011, to 12/31/2017.

RELATING TO DEVELOPMENT DISTRICTS.

Authorizes the DLNR to designate public lands as a development or redevelopment district and establish and implement guidelines for the development or redevelopment of the district.  Authorizes the DLNR to receive improvement district petitions from the various counties.  Makes an appropriation.  Effective 07/01/2014.

RELATING TO AGRICULTURE.

Prioritizes the moneys in the Agricultural Development and Food Security Special Fund for the growth and development of food in the State and defines "food" as agricultural produce for human consumption.  (HB1533 HD1)

Status

RELATING TO TRANSPORTATION.

Allows Department of Transportation to plan, design, construct, operate, and maintain land improvements for airport and highway purposes without the approval of county agencies.  (HB1586 HD1)
