RELATING TO DAM AND RESERVOIR SAFETY. Requires the board of land and natural resources to prepare all studies to determine the safe removal or retirement of a dam or reservoir upon the request of a homeowner association or homeowner of property where a dam or reservoir is situated.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, OF THE HAWAII STATE CONSTITUTION TO ASSIST DAM AND RESERVOIR OWNERS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist dam and reservoir owners to improve their facilities to protect public safety and provide significant benefits to the general public as important water sources.

RELATING TO BUREAU OF CONVEYANCES. Extends the sunset date of Act 119, Session Laws of Hawaii 2013, relating to the deregistration of fee non-time share interests. Clarifies the actions taken after a certificate of title for a fee time share interest is deregistered and marked canceled by the assistant registrar.

RELATING TO LAND COURT. Authorizes the use of a master certificate of title for common interest communities to simplify and streamline the operation of the land court.

RELATING TO JUDGMENT LIENS. Clarifies that money judgments are considered valid liens against all real property, including registered property, when recorded in the bureau of conveyances.

RELATING TO TAXATION. Imposes a conveyance tax on the conveyance of a controlling interest of an entity with an interest in real property in the State. Applies to conveyances occurring after 6/30/15.

RELATING TO KOKE‘E STATE PARK ADVISORY COUNCIL. Repeals the law establishing the Koke‘e state park advisory council.

RELATING TO KAWAINUI. Establishes the Kawainui advisory council. Requires an annual report to the legislature. Appropriates moneys to the department of land and natural resources for the work of the council. Repeals the Kawainui advisory council on June 30, 2024.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Establishes the Sand Island Task Force. Appropriates funds for the facility improvements as laid out in the Sand Island Ocean Recreation Park Master Plan. Appropriates funds to the State Parks Division of the Department of Land and Natural Resources.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
