RELATING TO THE COMPOSITION OF THE BOARD OF LAND AND NATURAL RESOURCES.

Requires that at least one member of the board of land and natural resources, other than the member appointed for having a background in conservation and natural resources, have demonstrated expertise in native Hawaiian traditional and customary practices.

RELATING TO SUBDIVISION DOCUMENTS.

Requires the DOT, DHHL, and DLNR to submit to the counties certain information on parcels located within a subdivision.

RELATING TO THE DIAMOND HEAD SEAWALL.

Appropriates $3,000,000 for FY 2014-2015 to the department of land and natural resources for planning, design, and construction costs associated with assessing, repairing, and maintaining the Diamond Head seawall.

RELATING TO PUBLIC LANDS.

Requires mediation in disputes regarding the fair market value or fair market rental of public lands.  Provides for binding arbitration in the event of unsuccessful mediation.

RELATING TO REAL ESTATE APPRAISERS.

Requires real estate appraisers, acting as arbitrators, to record arbitration awards, the record of an award, and any supplementary, dissenting, or explanatory opinions with the Bureau of Conveyances within a specified period of time.  Effective July 1, 2014.

RELATING TO INVASIVE SPECIES.

Appropriates funds for FY 2014-2015 to the Hawaii invasive species council for education regarding and the prevention and eradication of invasive species on the island of Hawaii.

Status

 

RELATING TO COUNTY ZONING FOR GROUP LIVING FACILITIES.

Authorizes counties to require group living facilities to meet zoning requirements regarding traffic safety and congestion, elevated noise levels, and commercial deliveries.  Defines geographic separation as at least 2,000 feet.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony no later than 6:00pm the night prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
