RELATING TO TRANSPORTATION.

Allows all-terrain vehicles (ATV) and utility-terrain vehicles (UTV) to be driven on any street as farm equipment under certain conditions.  Establishes a penalty for a violation.  (SD2)

RELATING TO A CAR-SHARING VEHICLE SURCHARGE TAX.

Establishes a car-sharing vehicle surcharge tax.  Effective 7/1/2050.  (SD2)

Status

RELATING TO MOBILE ELECTRONIC DEVICES.

Amends section 291C-137, HRS, to prohibit the operation of a motor vehicle while using a mobile electronic device held in a person's hand for making or receiving a non-emergency call, texting, or receiving a text message.  Adds exemptions to prohibition.  Amends the penalties for violations.  Deems a violation to be a traffic infraction.  (SD2)

RELATING TO HIGHWAY SAFETY.

Permits driver licensing reciprocity between Hawaii and foreign countries upon certain conditions.  Repeals the driver's license reciprocity committee.  Effective 01/01/34.  (SD1)

RELATING TO HIGHWAYS.

Clarifies that the designation of a public trail shall be as provided by law.  Effective 7/1/2050.  (SD2)

RELATING TO ELECTRIC VEHICLES.

Establishes an annual electric vehicle user fee, which shall be deposited in the state highway fund.  Effective 07/01/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
