RELATING TO THE WORKS OF ART SPECIAL FUND.

Authorizes additional purposes for the expenditure of funds from the works of art special fund.  Limits the use of the special fund to purchase new works of art.

RELATING TO RESIDENTIAL PROPERTY.

Excepts from the definition of historic property any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.  Clarifies that nothing in chapter 6E, Hawaii Revised Statutes, shall be construed to require a review by the Department of Land and Natural Resources for a private residence fifty or more years old that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.

RELATING TO CRIME.

Updates the offenses of falsifying business records, obtaining a government-issued identification document under false pretenses in the first degree, obtaining a government-issued identification document under false pretenses in the second degree, tampering with a government record, and unsworn falsification to authorities, to address the use of new technology and make the offenses applicable to electronic or digital statements, documents, or records.

RELATING TO EMPLOYMENT AGREEMENTS.

Prohibits technology businesses from using noncompete agreements and restrictive covenants which forbid postemployment competition.

Establishes the Hawaii cybersecurity, economic, education, and infrastructure security council to develop methods to improve the State's cybersecurity.

RELATING TO PUBLIC SAFETY.

Requires the department of public safety to form a working group to analyze the capitol district security infrastructure and develop a plan to create an integrated camera surveillance system.  Requires a report to the legislature.
