Requires that an internet web address be included on a meeting notice for instructions on submitting testimony for a meeting; allows boards and commissions to provide notice of a meeting by first class mail or electronic means, including electronic mail and text messaging; requires boards and commissions to provide instructions and contact information for persons to request to be included on the list for notification of meetings to be sent via postal mail or electronic means; and specifies that any person who fails to properly send meeting notices by postal mail or electronic means or fails to send meeting notices in a timely manner shall be subject to penalties.

RELATING TO PUBLIC ORDER. Establishes a criminal offense for distributing without permission a sexual recording made or obtained with the consent of the person represented in the recording.

ESTABLISHING A COMMISSION TO PLAN FOR THE FIFTIETH ANNIVERSARY OF THE STATE FOUNDATION ON CULTURE AND THE ARTS. Establishes a commission to plan and coordinate the celebration of the 50th anniversary of SFCA. Appropriates funds.

RELATING TO THE CULTURAL EXCHANGES BETWEEN HAWAII AND AFRICAN AMERICANS. Establishes the commission on African American history and culture to recognize the contributions of the African American people in Hawaii and educate citizens of the State.

RELATING TO PUBLIC WORKS OF ART. Amends the criteria for the works of art to be commissioned to honor the late U.S. Senator Daniel K. Inouye and the late U.S. Representative Patsy T. Mink pursuant to Act 281, SLH 2013. Amends the appropriation to an adequate sum for each year of the 2013-2015 fiscal biennium.

RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS. Requires the Auditor to conduct a financial and management audit of the State Foundation on Culture and the Arts.

RELATING TO THE WORKS OF ART SPECIAL FUND. Authorizes additional purposes for the expenditure of funds from the works of art special fund. Limits the use of the special fund to purchase new works of art.
