Establishes a civil violation for possession of one ounce or less of marijuana that is subject to a fine of not more than $100.

RELATING TO CONTROLLED SUBSTANCES.

Amends definitions of "marijuana", "usable marijuana" and adds definitions of "hashish" and "marijuana concentrate".

RELATING TO MEDICAL AMNESTY.

Establishes limited immunity for individuals who seek medical assistance for victims of alcohol or drug-related overdoses or themselves during an alcohol or drug-related overdose emergency.
