Makes an appropriation for the department of public safety to perform psychological examinations for deputy sheriff recruits.

RELATING TO SHERIFFS.

Requires the identification of a central location for a headquarters for the sheriff division by December 31, 2014.

RELATING TO UNSWORN FALSIFICATION TO A LAW ENFORCEMENT OFFICER.

Creates the offense of unsworn falsification to a law enforcement officer and a penalty of not less than a misdemeanor.

RELATING TO LAW ENFORCEMENT.

Requires the chief of each county police department to submit an annual report to the legislature of misconduct incidents that resulted in suspension or discharge of a police officer from the calendar year immediately prior to the year of the report submission.  Requires the county police departments to provide updated information in each successive annual report until the highest non-judicial grievance adjustment procedure has concluded.  Requires the county police departments to retain the disciplinary records in accordance with its record retention policy or for at least six months, whichever period is longer.

Allows the dissemination of information from the juvenile justice information system to law enforcement agencies for purposes of the administration of law enforcement and law enforcement agency employment.

Provides that owners of previously registered firearms in this State shall not be subject to the existing permit waiting period when seeking a permit to allow for the acquisition of another firearm.

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBER.

Extends the period of separation that a police officer can order under suspicion of physical abuse or harm to 4:30 p.m. on the second business day following the weekend or legal holiday if the forty-eight hour period of separation expires on any Saturday, Sunday, or legal holiday or if the incident occurs after 12:00 p.m. on any Friday, or on any Saturday, Sunday, or legal holiday.

RELATING TO SAFETY.

Creates and implements a silver alert program to alert the public of any missing senior citizen with an impaired mental condition, to be operated concurrently with the Maile Amber Alert program.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates Chapter 329, Hawaii Revised Statutes (HRS), to make it consistent with amendments in federal law on controlled substances.  Amends sections 329-14 and 329-20, HRS, to add new controlled substances federally scheduled as required under section 329-11, HRS.

MAKING AN APPROPRIATION FOR THE DEPARTMENT OF PUBLIC SAFETY TO PROVIDE SUBSTANCE ABUSE TREATMENT SERVICES.

Appropriates funds to the PSD to provide substance abuse treatment services to Halawa Correctional Facility inmates.
