RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS AND NATIONAL AERONAUTICS AND SPACE ADMINISTRATION LASER COMMUNICATIONS GROUND STATION INITIATIVE. Appropriates funds for an engineering assessment of a proposal to establish a laser optical communications ground station in Hawaii.

RELATING TO CIVIL AIR PATROL. Appropriates $500,000 for fiscal year 2014-2015 to support operational mission readiness activities of the Hawaii Wing of the Civil Air Patrol, including facilities maintenance, not funded by the National Civil Air Patrol. Effective July 1, 2014.

RELATING TO PUBLIC SAFETY. Makes an appropriation to the state department of defense civil defense division to assemble twenty-five civilian community teams and the hiring of a coordinator to help establish, train, and assist the teams.

RELATING TO FIRE PROTECTION. Authorizes the state fire council to establish minimum qualifications for individuals conducting maintenance testing of fire extinguishers and fire protection and fire alarm systems. Authorizes the state fire council to implement statewide memoranda of understanding and agreements for the effective use of fire and life safety resources.

RELATING TO FIREWORKS PERMIT FEES. Increases fireworks display permit fee from $110 to $300.

RELATING TO FIREWORKS. Adds definitions and requirements for permanent and temporary consumer fireworks storage facilities. Clarifies fireworks prohibitions and exceptions to those fireworks prohibitions.
