RELATING TO THE KEIKI, ‘OPIO, AND KUPUNA TRUST FUND. Establishes a program for individuals to purchase native or food-bearing trees to be planted on government-owned lands. Establishes the keiki, ‘opio, and kupuna trust fund to collect funds received by the program and to support the program. After ten years, requires the annual interest earned on the trust corpus to be used for programs supporting children, youth, and the elderly.

RELATING TO THE KAHO‘OLAWE ISLAND RESERVE. Specifies that 10% of conveyance tax revenue shall be paid each year into the Kaho‘olawe rehabilitation trust fund, up to a maximum of $3.5 million. Provides for repeal on June 26, 2026 or upon the recognition of a sovereign Native Hawaiian governing entity, whichever occurs sooner.

RELATING TO THE AHA MOKU ADVISORY COMMITTEE. Permanently assigns the aha moku advisory committee to the DLNR. Requires that the aha moku advisory committee hire an executive director who shall be included in all matters pertaining to natural resources. Requires the committee to submit a progress report to the legislature 20 days after the close of each fiscal year. Appropriates funds to the aha moku advisory committee for FY 2014-2015.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony no later than 6:00pm the night prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

PAPER: 10 copies (including an original) to Room 316 in the State Capitol; or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
