HEARING
RELATING TO LIMITATION OF ACTIONS. Allows a victim of child sexual abuse to bring a civil action against the victim's abuser or an entity with a duty of care, with the exception of the State or its political subdivisions, if the statute of limitations for filing a civil claim has lapsed. Prohibits the court, plaintiff, or author of a notarized statement of facts from being required to disclose the contents of a sealed certificate of merit. Effective July 1, 2080. (SB2687 HD1)

RELATING TO MOBILE ELECTRONIC DEVICES. Makes operating a motor vehicle in the State while using a mobile device a traffic infraction. Specifies that the penalty for operating a motor vehicle while using a mobile electronic device shall be a fine of not less than $250, or $400 if operating the motor vehicle in a school zone or construction area, and that collected fines shall be deposited in the State Highway Fund. Effective January 1, 2150. (SB2729 HD1)

RELATING TO PROVISIONAL LICENSES. Authorizes the examiner of drivers to waive the actual demonstration of ability to operate a motor vehicle for persons who have a valid provisional license from another state and who have completed the same requirements for a provisional license in Hawaii. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
