RELATING TO THE DISCIPLINARY AUTHORITY OF THE BOARD OF PUBLIC ACCOUNTANCY. Clarifies that the board of public accountancy may take over one or more disciplinary actions against any person for violations of accountancy regulatory law, and increases the amount of the administrative fine that may be imposed for any violation.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

RELATING TO SAINT MARIANNE COPE DAY. Designates January 23 of each year as Saint Marianne Cope Day in Hawaii.

RELATING TO DISORDERLY CONDUCT. Makes it a disorderly conduct offense to lie down at a bus stop shelter or structure in a manner that interferes with use of or access to the bus stop. Establishes a fine of $50 for a violation. Effective 7/1/14.

RELATING TO JURY DUTY. Provides for the payment of bus fare to jurors and prospective jurors as an alternative to the mileage fee.

RELATING TO OFFENSES OF SEXUAL ASSAULT. Amends the elements required to establish: (1) sexual assault in the first, second, and third degrees with regard to subjecting another person to sexual penetration by compulsion, and (2) sexual assault in the third degree with regard to sexual contact by compulsion.

RELATING TO MENTAL HEALTH. Provides for a court-based relief program for persons federally prohibited from owning a firearm based on a finding of mental illness. Requires the courts to provide information relating to involuntary civil commitments to the Hawaii Criminal Justice Data Center to disclose to the National Instant Criminal Background Check System database and to law enforcement for gun control purposes.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
