RELATING TO SERVICE ANIMALS.

Requires each county animal control officer or appropriate county animal control agency to issue service dog tags.  Requires a service dog to wear a service dog tag and a leash, harness, or cape that identifies the dog as a service dog.

RELATING TO PARTITION OF HEIRS PROPERTY.

Adopts Uniform Partition of Heirs Property Act.  Establishes procedures and remedies for use in actions for partition of real property involving heirs property (real property held in tenancy in common that meets certain requirements).  Effective on July 1, 2050.  (SB499 HD1)

RELATING TO PRODUCTION OF RECORDS.

Amends section 306D-4, HRS, to allow for the service of process issued by another state upon a Hawaii recipient and clarifies the following:  (1) that the service of process may be upon a person or business, but not a government agency; (2) that the process is for the production of records; (3) that the process must be based upon a pending criminal investigation or prosecution; and (4) that the person or business being served must have conducted business or engaged in transactions occurring at least in part in the issuing state.  Effective 07/01/50.  (SD1)

Accommodates the formation of directed trusts by specifying standards of care and performance for fiduciary actions subject to an advisor's authority under the terms of the trust.

RELATING TO THE MAXIMUM AGE FOR COMMITMENT TO A YOUTH CORRECTIONAL FACILITY.

Eliminates the incarceration of eighteen year olds in a youth correctional facility.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.  Those wishing to provide oral testimony will be limited to two minutes.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
