RELATING TO GAMBLING. Includes gambling among the types of offenses that are subject to the nuisance abatement laws. Entitles citizens who bring nuisance abatement suits against a place used for gambling to the rights and protections of victims and witnesses in criminal proceedings.

RELATING TO DISCRIMINATION. Prohibits discrimination in the rental of real property based on lawful source of income. Effective July 1, 2112. (HB676 HD1)

RELATING TO TANNING. Makes it unlawful for tanning facilities and operators to allow use of tanning beds by anyone under the age of eighteen.

RELATING TO CLAIMS AGAINST THE STATE. Requires the threshold amount for which settlements for claims against the State must be approved by the legislature to be adjusted annually for inflation.

RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Requires members of the board of regents of the University of Hawaii to file an annual disclosure of financial interests with the state ethics commission. Makes the disclosures public record and available for inspection and duplication.

RELATING TO EMERGENCY MANAGEMENT. Proposed HD2: Recodifies Hawaii's emergency management statutes by updating the statutes, clarifying the relationship between the state and county emergency management agencies, and delineating the emergency management functions and powers of the Governor and mayors. RELATING TO ELECTION FRAUDS. Deems any person who provides false information regarding the details of voting guilty of an election fraud.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 438 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
