Status and Testimony

RELATING TO SEXUAL ASSAULT.
Removes the statute of limitations for criminal actions arising from sexual assault in the first and second degrees and continuous sexual assault of a minor under the age of fourteen years, and for civil actions against the perpetrator of sexual assault in the first and second degrees and continuous sexual abuse of a minor under the age of fourteen years.  Effective July 1, 2050.  (HB2034 HD2)

RELATING TO CRIME.
Adds sadomasochistic abuse as an element of the offense of prostitution.  Amends the offense of solicitation of a minor for prostitution.  Exempts a person not more than two years older than the minor convicted of solicitation of a minor for prostitution from registration as a sex offender.  Clarifies sentencing of repeat offenders and enhanced sentences for repeat violent and sexual offenders.  (HB1926 HD1)

Consolidates into one section under chapter 514B, Hawaii Revised Statutes, the documents, records, and information that must be made available to any unit owner and the unit owner's authorized agents and specifies that these documents, records, and information shall be provided to the unit owner no later than thirty days after receipt of a unit owner's written request.  Effective 07/01/2112.  (SD1)

RELATING TO CRIME.
Updates the offenses of falsifying business records, obtaining a government-issued identification document under false pretenses in the first and second degree, tampering with a government record, and unsworn falsification to authorities, to address the use of new technology and make the offenses applicable to electronic or digital statements, documents, or records.  (HB2242 HD1)

Status and Testimony

RELATING TO HIGHWAY SAFETY.
Specifies that operating a motor vehicle in the State while using a mobile device is deemed a traffic infraction.  Specifies that the penalty for such an infraction shall be a fine of $200, or $400 if in a school zone or construction area.  Specifies that if a person is under the age of eighteen years old at the time of a second offense, the fine shall be $300, and $400 for the third and subsequent offenses committed while under the age of eighteen years old.  Requires collected fines to be deposited in the state highway fund.  (SD1)
