Makes permanent the prohibition against urinating or defecating in public within the boundaries of downtown Honolulu.

RELATING TO SIDEWALKS.

Specifies that the offense of obstructing includes, in addition to obstructing a highway or public passage, providing less than one meter of space for passage on any paved public sidewalk, except as authorized by law, or failing to obey a law enforcement officer's order or request to cease any of the foregoing activities.  (HB1660 HD1)

RELATING TO DISORDERLY CONDUCT.

Makes it a disorderly conduct offense to lie down at a bus stop shelter or structure in a manner that interferes with use of or access to the bus stop.  Establishes a fine of $50 for a violation.  Effective 7/1/14.

RELATING TO DOMESTIC VIOLENCE.

Makes the commission of an act of physical abuse in the presence of a family or household member who is a minor under the age of fourteen a class C felony.

RELATING TO SEXUAL ASSAULT.

Removes the statute of limitations for criminal actions arising from sexual assault in the first and second degrees and continuous sexual assault of a minor under the age of fourteen years, and for civil actions against the perpetrator of sexual assault in the first and second degrees and continuous sexual abuse of a minor under the age of fourteen years.  Effective July 1, 2050.  (HB2034 HD2)
