RELATING TO ANIMAL CRUELTY. Requires dogs or cats that are captured or killed in a snare or trap to be reported to a county animal control officer. Establishes the offense of cruelty to animals by trapping as a misdemeanor. (HB493 HD1)

RELATING TO ANIMAL CRUELTY. (Proposed SD 1): Establishes the offense of the unlawful sale or trade of ivory products for any person who imports, sells, offers to sell, or possesses with the intent to sell any ivory product and creates exemptions for the sale or trade of ivory products. Effective 01/01/15.

RELATING TO PAYMENT OF WAGES. Clarifies that employers may pay wages by direct deposit under certain conditions. Allows employers to pay wages by pay cards or similar means of electronic payment card under certain circumstances. Makes employers responsible for any fees incurred if an employer has insufficient funds for the direct deposit. Creates an exception to the State's Money Transmitters Act for use of pay cards that cannot be used internationally, be used for transfers from person to person, or be reloaded from a non-depository source. Effective July 1, 2112. (HB1814 HD2)

RELATING TO WORKERS' COMPENSATION. Imposes a penalty on an employer who does not pay an employee temporary partial disability benefits within fourteen calendar days after the end of the employee's customary work week. Clarifies that an eligibility determination for disability benefits depends on the attending physician to certify the employee's disability every thirty days. Clarifies that the failure of the employee's physician to certify does not disqualify the employee from disability benefits. Allows one-time retroactive certification. Effective July 1, 2300. RELATING TO HUMAN TRAFFICKING. Establishes the Human Trafficking Victim Services Fund to be administered by the Department of Labor and Industrial Relations to provide support and services to human trafficking victims. Effective July 1, 2300. (HB2038 HD1)

RELATING TO TEMPORARY DISABILITY BENEFITS. Provides temporary disability benefits to employees who suffer disabilities as a result of donating organs.

RELATING TO COLLECTIVE BARGAINING. Amends a provision of the final position in a collective bargaining arbitration to include only proposals that were submitted before impasse. Provides the arbitration panel with authority to determine if final positions submitted are compliant with statutory requirements. Effective July 1, 2030. (HB1977 HD2)

RELATING TO CAMPAIGN FINANCE. Creates a public funding program for elections to the State House of Representatives. Repeals provisions under the existing partial public financing program specifically applicable to candidates for the Offices of Governor, Lieutenant Governor, State Senator, and State Representative pertaining to campaign expenditure limits, maximum amounts of public funding, and minimum amounts of qualifying contributions. Appropriates funds. Effective July 1, 2030. (HB2533 HD2)

RELATING TO WITNESSES. Amends section 621-7, HRS, to increase the per diem payments for out-of-state witnesses in criminal cases. Provides an additional unspecified amount as a per diem payment for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight.
