RELATING TO THE UNIFORM MEDIATION ACT. Clarifies the scope of the Uniform Mediation Act.

RELATING TO THE JUDICIARY. Requires the salary of the administrative director of the courts to be equal to the salary of the administrative director of the State and the salary of the deputy administrative director of the courts to be equal to ninety-five per cent of the salary of the administrative director of the courts.

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amending or repealing various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE CONSTITUTION OF THE STATE OF HAWAII AUTHORIZING THE CHIEF JUSTICE OF THE STATE SUPREME COURT TO APPOINT RETIRED JUDGES TO SERVE AS EMERITUS JUDGES. Proposes a constitutional amendment authorizing the Chief Justice of the Supreme Court to appoint retired judges and justices as emeritus judges, permitting the appointed judges and justices to serve as temporary judges in courts no higher than the court level that they reached prior to retirement and for terms not to exceed three months per appointment. PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION TO REQUIRE DISCLOSURE OF THE NAMES OF JUDICIAL NOMINEES. Amends the Constitution of the State of Hawaii to require the Judicial Selection Commission to publicly disclose its list of nominees for appointment to the office of the chief justice, supreme court, intermediate appellate court, circuit courts, or district courts at the same time as its presentation of that list to the Governor or the Chief Justice. RELATING TO INVESTMENT AUTHORITY OF THE EMPLOYEES' RETIREMENT SYSTEM. Repeals the limitation on the holding period for real estate acquired by the Employees' Retirement System by foreclosure, enforcement of security, or in satisfaction of debts.

RELATING TO COMPENSATION. For government public works construction contracts greater than $2,000, provides that overtime compensation be not less than 1½ times the laborers or mechanics basic hourly rate of pay plus fringe benefits. Specifies that the overtime rate be as specified in the collective bargaining agreement when the basic hourly rate is based on a collective bargaining agreement. Effective July 1, 2030. (HB1958 HD2)

RELATING TO WORKERS' COMPENSATION MEDICAL FEE SCHEDULE. Requires DLIR to update the workers' compensation medical fee schedule annually. Authorizes DLIR to establish a workers' compensation medical fee ceiling that exceeds 110% of the fees prescribed in the Medicare Resource Based Relative Value Scale for Hawaii. Makes appropriations. Effective July 1, 2030. Sunsets June 30, 2019. (HB1974 HD2)
