RELATING TO UNMANNED AIRCRAFTS.

Prohibits the use of unmanned aircrafts, except by law enforcement agencies, to gather information and establishes certain conditions for law enforcement agencies to use an unmanned aircraft to obtain information.  Requires all law enforcement agencies using unmanned aircrafts and the courts to report on their activities relating to unmanned aircrafts.  (SD1)

RELATING TO PRODUCTION OF RECORDS.

Amends the definition of "recipient", as related to service of process issued by another state, to clarify that the recipient who receives process issued in Hawaii must have conducted business or engaged in transactions or activities occurring at least in part in Hawaii.  Amends provisions of chapter 806D, HRS, which allow for the service of process issued by another state upon a Hawaii recipient, to clarify that:  (1) Service of process may be upon a person or business, but not a government agency; (2) The process is for the production of records; (3) The process must be based upon a pending criminal investigation or prosecution; and (4) The person or business being served must have conducted business or engaged in transactions or activities occurring at least in part in the issuing state.  Requires the issuing state to have a statute authorizing the production of records by out-of-state persons or businesses and contain a reciprocity provision.  Requires the process to include specified information.  (SD1)

Repeals sunset date for provisions exempting an agency from the obligation to respond to duplicate requests from a single requestor, provided that the agency satisfies specified requirements.

RELATING TO THE UNIFORM POWER OF ATTORNEY ACT.

Establishes the Uniform Power of Attorney Act.  Defines the levels of authority granted in a power of attorney to the principal's agent.  Requires the agent to act in good faith and within the scope of authority granted in the power of attorney.  Provides sample documents to be used to create a statutory form power of attorney.  Repeals Chapter 551D, Hawaii Revised Statutes, the Uniform Durable Power of Attorney Act.  (SD1)

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates chapter 329, Hawaii Revised Statutes (HRS), to make it consistent with amendments to federal law on controlled substances.  Amends sections 329-14, 329-18, and 329-20, HRS, to add new controlled substances federally scheduled as required under section 329-11, HRS.  (SD1)

RELATING TO PRIVACY OF HEALTH CARE INFORMATION.

Amends the statutes to protect the privacy of developmental disability and mental health information, while allowing reasonable use and disclosure as provided by the Health Insurance Portability and Accountability Act of 1996 (HIPAA).  (SD1)
