RELATING TO FINANCIAL DISCLOSURE STATEMENTS. Requires public disclosure of financial disclosure statements filed by paid state board or commission members who have original terms of office for periods exceeding one year, have functions that are not solely advisory, and serve on boards of commissions that are authorized to approve contracts or expenditures valued at more than $1,000,000.

RELATING TO INVESTMENT AUTHORITY OF THE EMPLOYEES' RETIREMENT SYSTEM. Repeals the limitation on the holding period for real estate acquired by the Employees' Retirement System by foreclosure, enforcement of security, or in satisfaction of debts.

RELATING TO COMPENSATION. Adds flexibility to the calculation of overtime compensation for government public works construction contracts greater than $2,000 allowing such compensation to be not less than 1½ times the laborers or mechanics basic hourly rate of pay plus the cost of fringe benefits.

RELATING TO WORKERS' COMPENSATION MEDICAL FEE SCHEDULE. Requires DLIR to update the workers' compensation medical fee schedule annually. Authorizes DLIR to establish a workers' compensation medical fee ceiling that exceeds 110% of the fees prescribed in the Medicare Resource Relative Value Scale for Hawaii. Effective 07/01/14. Sunsets 06/30/19.

RELATING TO UNAUTHORIZED ENTRY INTO MOTOR VEHICLE. Requires a mandatory minimum sentencing period of imprisonment for any person who is convicted for and has a prior conviction or prior convictions for unauthorized entry into a motor vehicle in the first degree.

RELATING TO CHANGE OF NAME. Allows a family court to change the name of a minor child in a divorce proceeding of the parents if the child was the victim of child sexual abuse by either parent or if the court determines that the name change is in the best interests of the child when there has been no conviction of the parent for sexual abuse.

RELATING TO LIMITATION OF ACTIONS. Allows a victim of child sexual abuse to bring a civil action against victim's abuser or an entity, except for the State or counties, when the entity was grossly negligent, if the statute of limitations for filing a civil claim has lapsed and the victim has not yet attained the age of fifty-five. Effective 4/23/2014.

RELATING TO GRAFFITI. Establishes and funds an anti-graffiti program coordinator position under the office of the lieutenant governor and funds an anti-graffiti program for the use of cameras and high resolution photos to detect taggers on state property. Repeals on July 1, 2017.
