RELATING TO NATIVE HAWAIIAN BURIALS.

Requires that iwi kupuna, or Native Hawaiian bones, in the possession of the State whose provenience is unknown, or for other special circumstance, be reinterred annually on the island of Kaho‘olawe.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires a portion of the general excise tax to be deposited into the Hawaiian home administration account for operational expenses.

RELATING TO THE HAWAIIAN HOMES COMMISSION.

Establishes a candidate advisory council for the Hawaiian homes commission to present nominees to the governor for the appointment of individuals to serve on the Hawaiian homes commission.  Requires all members of the Hawaiian homes commission to be of Hawaiian ancestry.  Establishes that the ninth member of the Hawaiian homes commission be an at-large member.  Requires the members rather than the governor to select a chairperson among the members thereof at the end of each fiscal year.  Changes the term of the chairperson from commencing on January 1 and expiring on December 31 to a one-year term commencing on July 1 and expiring on June 30.

Adds certain content of Department of Hawaiian Home Lands homestead applicant and lessee files to the list of government records which are not required to be disclosed.
