RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Amends Act 156, Session Laws of Hawaii 2012, as amended by Act 142, Session Laws of Hawaii 2013, to continue the Nursing Facility Sustainability Program by extending the sunset date of the Act, updating the referral dates in the statute, and appropriating funding out of the nursing facility sustainability program special fund for fiscal year 2014-2015. Exempts the nursing facility program special fund from central service expenses assessed under section 36-27, Hawaii Revised Statutes. Effective 6/30/2050. (SD2)

RELATING TO CHANGE OF NAME. Allows a family court to change the name of a minor child in a divorce proceeding of the parents if the child was the victim of child sexual abuse by either parent or if the court determines that the name change is in the best interests of the child when there has been no conviction of the parent for sexual abuse.

RELATING TO LIMITATION OF ACTIONS. Allows a victim of child sexual abuse to bring a civil action against victim's abuser or an entity, except for the State or counties, when the entity was negligent, if the statute of limitations for filing a civil claim has lapsed and the victim has not yet attained the age of fifty-five. Prohibits the court, plaintiff, or certain individuals from being required to disclose the contents of the sealed certificate of merit. Effective 07/01/50. (SD1)

RELATING TO UNIVERSAL CHILDREN'S SAVINGS ACCOUNTS. Creates a universal children's savings account program under B&F to enable families to establish savings accounts for their children and assist children with purchasing a home or starting a business. Establishes and appropriates funds into the universal children's savings account trust fund. Effective 07/01/2050. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
