RELATING TO CHILD ABUSE.

Establishes an internet crimes against children fee upon each felony or misdemeanor conviction.  Requires deposit of the fees into an internet crimes against children special fund to provide training and resources for local law enforcement agencies' and investigators' use in investigating and prosecuting internet crimes against children.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO YOUTH.

Requires the office of youth services to coordinate a five-year safe places for youth pilot program to establish a network of safe places where youth can access safety and services.  Establishes the position of safe places for youth program coordinator.  Allows minors age fourteen and older to consent to enter the safe places program.  Makes an appropriation.  Effective 07/01/2050.  (SD2)

RELATING TO EXEMPTIONS FROM CHILD CARE LICENSING.

Repeals the child care licensing exemption for child care programs licensed by the Hawaii council of private schools.  Appropriates funds to the department of human services for the licensing of private child care programs.  Effective 7/1/2050.  (SD1)

RELATING TO YOUTH.

Establishes the resources for enrichment, athletics, culture, and health program in the office of youth services to provide a standardized framework and funding for after-school programs in public middle and intermediate schools.  Establishes a revolving fund to receive fees and other moneys to supplement the costs of administering and operating the program.  Appropriates funds for establishing the program.  Establishes one full-time equivalent (1.0 FTE) position to support the program and appropriates funds for that position.  Effective 07/01/2050.  (SD2)

RELATING TO APPOINTMENT OF EXEMPT PERSONNEL IN THE DEPARTMENT OF HUMAN SERVICES FOR THE STATE MEDICAL ASSISTANCE PROGRAMS.

Authorizes the director of human services to appoint and employ professional staff, not subject to chapter 76, Hawaii Revised Statutes, when in the determination of the director the services to be performed are unique and essential to the execution of the functions of the state medical assistance programs.  Effective 7/1/2050.  (SD1)

RELATING TO THE HAWAII CHILD WELFARE EDUCATION COLLABORATION.

Appropriates funds to restore the Hawaii child welfare education collaboration to assist with the recruitment and training of graduate students from the University of Hawaii Myron B. Thompson school of social work for child welfare positions at the department of human services.  Effective 07/01/2050.  (SD2)
