RELATING TO CHILD VISITATION. Permits family court to award reasonable visitation to grandparents of a child if denial of visitation would cause significant harm to the child. Establishes presumption that visitation decisions by parent are in the best interests of the child. Presumption may be rebutted by a preponderance of the evidence. Identifies factors court may consider in awarding visitation.

RELATING TO VOTING. Requires the Department of Education to provide seniors at each public high school with voter registration information prior to graduation. Requires the Department of Human Services to provide young adults in the Young Adult Voluntary Foster Care Program with information on voter registration. Authorizes the Department of Education and Department of Human Services to assist with voter registration. (HB1797 HD1)

RELATING TO MEDICAL ASSISTANCE. Limits DHS claims for the recovery of medical assistance payments from the estates of deceased recipients to payments made for long-term care services.

RELATING TO PARENTAL PARITY. Provides that in awarding custody and visitation of a minor child in situations where the parents are unable to agree and unless it's not in the best interest of the child, the court shall ensure the inclusion of both parents and equal continuing physical, emotional, and meaningful contact with both parents.

RELATING TO MEDICAL ASSISTANCE FRAUD. Amends section 346-43.5, Hawaii Revised Statutes, to clarify that fraudulently applying for or renewing medical assistance benefits is a class C felony, and to clarify the amount of restitution when the fraud is committed by a recipient of medical assistance benefits. Amends the statute of limitations provision under section 701-108, Hawaii Revised Statutes, to include the offense of medical assistance fraud with other felony offenses involving fraud or deception.

RELATING TO THE GENERAL ASSISTANCE PROGRAM. Allows the Department of Human Services to draw from other funds appropriated to the Department of Human Services to maintain the level of General Assistance benefits payments set at the beginning of each fiscal year for the entire fiscal year.

RELATING TO THE ESTABLISHMENT OF THE INTERIM ASSISTANCE REIMBURSEMENT SPECIAL FUND. Establishes a special fund, the Interim Assistance Reimbursement Special Fund, into which interim assistance reimbursements received from the Social Security Administration are deposited for repayment of State-funded financial assistance provided under the general assistance, aged, blind and disabled or temporary assistance for needy families for recipients who are retroactively approved for Supplemental Security Income and authorizes the Department of Human Services to expend the funds for State-funded financial assistance programs. RELATING TO NOTICE TO CHILDREN PURSUANT TO THE CHILD PROTECTIVE ACT. The court, after a chapter 587A, Hawaii Revised Statutes, petition has been filed, shall issue a summons requiring the presence of the parents and other persons to be parties to the proceeding, except the child. The petitioner is to notify the child of the hearing no less than twenty-four hours prior to the hearing.

RELATING TO JUVENILE JUSTICE. Appropriates moneys to the office of youth services to contract for mental health treatment, substance abuse treatment, and practices proven to reduce the likelihood of recidivism among court-involved youth or youth placed on probation.
