RELATING TO HUMAN SERVICES. Appropriates funds for the hiring of an unspecified number of welfare overpayment investigators and recovery workers in the benefit, employment, and support services office of DHS.

MAKING AN APPROPRIATION FOR THE SENIOR FARMERS' MARKET NUTRITION PROGRAM. Appropriates moneys to the senior farmers' market nutrition program.

RELATING TO CHILD VISITATION. Permits the family court to award reasonable visitation to a grandparent if the denial of visitation would cause significant demonstrable harm to the child. Establishes a rebuttable presumption that visitation decisions made by a parent are in the best interest of the child. Identifies factors the court shall consider in awarding visitation. Effective 07/01/14.

RELATING TO CHILDREN. Changes the standard of evidence from preponderance to clear and convincing for certain family court hearings pertaining to child welfare and child protection.

RELATING TO PARENTAL RIGHTS. Provides for involuntary termination of parental rights in cases of incest. Provides for denial of custody and visitation rights of convicted parent and preserves the custodial parent's right to court ordered child support.

RELATING TO FAILURE TO REPORT A MISSING CHILD. Establishes penalties for caregivers who fail to report the death or disappearance of a child to law enforcement or who provide false information to law enforcement authorities.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 10 copies (including an original) to Room 304 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6311 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
