MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE DEVELOPMENTAL DISABILITIES DIVISION. Authorizes an emergency appropriation for FY 2013-2014 $500,000 from general funds to the Department of Health, for ongoing services provided by the developmental disabilities division.

RELATING TO THE NEUROTRAUMA ADVISORY BOARD. Revises the total number of Neurotrauma Advisory Board from 21 to 11 members while still maintaining representation of all existing parties.

RELATING TO PRIVACY OF HEALTH CARE INFORMATION. Amends the statutes to protect the privacy of developmental disability and mental health patients' health information, while allowing reasonable use and disclosure as provided by the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

RELATING TO THE COLORECTAL CANCER SCREENING PILOT PROGRAM. Establishes a Hawaii colorectal cancer screening awareness pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model. Appropriates funds for the first year of the pilot program.

RELATING TO INSURANCE. Permits insured patients to assign insurance reimbursement for dental services directly to their dentist of choice.

RELATING TO PROVIDER ORDERS FOR LIFE-SUSTAINING TREATMENT. Increases access to POLST by updating references from "physician orders for life-sustaining treatment" to "provider orders for life-sustaining treatment" throughout chapter 327K, HRS; expanding health care provider signatory authority to include advanced practice registered nurses; and correcting inconsistencies over terms used to describe who may sign a POLST form on behalf of a patient.
