RELATING TO CHILDHOOD OBESITY. Requires primary care physicians and pediatricians to provide an annual body mass index measurement to patients from age two to eighteen years. Requires primary care physicians and pediatricians to annually report anonymous age and body mass index statistics to the department of health. Requires health plans to cover expenses related to body mass index measurement.

RELATING TO PSYCHIATRIC FACILITIES. Requires the administrator or attending physician of a psychiatric facility to provide notice of intent to discharge a patient or patient's admission to voluntary treatment. Applies section 334-60.7, HRS, to only civil commitments as a direct result of legal proceedings. Requires the notice to be served by mail at the person's last known address, unless the person waives this right in writing. Requires courts to conduct hearings within seventy-two hours to determine if the patient still meets the criteria for involuntary hospitalization.

RELATING TO HEALTH. Imposes dollar limits on specialty tiers in order to protect patients from unaffordable coinsurance or copayment amounts. Limits patients' coinsurance or copayment fees for specialty tier drugs to $150 per month for up to a thirty day period supply. Allow patients to request an exception to obtain a specialty drug that would not otherwise be available on a health plan formulary.

RELATING TO HEALTH. Permits patients to obtain their medical records free of charge from medical facilities that have declared bankruptcy.

RELATING TO NARCOTIC DRUGS. Amends prescriptive authority for narcotic drugs listed in schedule III of the controlled substances act by: requiring a written prescription from a practitioner; limiting the prescriptions to a thirty day supply with no refill; and limiting who may prescribe these drugs.
