RELATING TO THE MAUI FOOD INNOVATION CENTER. Appropriates funds for the completion of the Maui food innovation center capital improvement project, for renovation and equipment for a value-added food production and business incubation facility located in the former campus cafeteria kitchen of the University of Hawaii Maui college.

RELATING TO THE CENTER FOR NURSING. Amends the composition of the center for nursing advisory board by decreasing the number of members on the center for nursing advisory board to nine; specifying the membership of the advisory board to better facilitate the center for nursing's mission; and clarifying term limits and appointments to the advisory board. Amends certain powers and duties of the advisory board.

RELATING TO POST-SECONDARY EDUCATION. Repeals the requirement that a private college or university show that it maintains profitability as a means of demonstrating financial integrity to the department of commerce and consumer affairs. Repeals section 304A-3153, HRS, relating to procedures for complaints concerning institutions of higher education in the State.

RELATING TO THE BOARD OF REGENTS. Prohibits the board of regents from meeting in executive session for the purposes of reviewing the performance of or discussing the finalists to be hired as system presidents or campus chancellors.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE UNIVERSITY OF HAWAII. Appropriates funds for the design and construction of the Manoa Learning Exchange. Effective July 1, 2014.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii to pay student employees at new or expanded worksites on each campus.

Appropriates funds for a program coordinator and technical support staff member to complete the necessary planning required for an international flight training center and associated aeronautical training programs at the University of Hawaii at Hilo and Hawaii community college.
