Requires the office of youth services to coordinate a five-year safe places
for youth pilot program to establish a network of safe places where youth can
access safety and services. Establishes the position of safe places for
youth program coordinator. Establishes rules to allow minors to consent to
enter the safe places program and provide immunity from liability to safe
place providers and other related service providers. Makes appropriation.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY'S
ADMINISTRATION OF THE FEDERAL HOUSING CHOICE VOUCHER PROGRAM.
Allows only original household members to retain a federal housing choice
voucher. Requires vouchers to be returned to the Hawaii public housing
authority when all original members are no longer in the household. Allows
minors who survive the original head or co-head of the household and were
added to the household to retain the voucher until the last of the minors
reaches the age of twenty-one.

imprisonment if the defendant knew or reasonably should have known the person
was homeless.
