Mandates that medical providers provide medical records to a patient, patient's attorney, or authorized representative free of charge if the request is for the purposes of a claim or appeal under any provision of the Social Security Act or for state assistance under the aid to the aged, blind, and disabled program.

RELATING TO COLLECTIVE BARGAINING RIGHTS OF INDEPENDENT DIRECT SUPPORT PROVIDERS. Enables independent direct support providers to engage in collective bargaining with the State.
