Makes an emergency appropriation to the Hawaii Health Systems Corporation.

RELATING TO RECORDS OF THE HAWAII HEALTH SYSTEMS CORPORATION.

Establishes the minimum and maximum fee for copies of Hawaii Health Systems Corporation medical records and the method of computing appropriate fees above the minimum.

RELATING TO A WEST MAUI HOSPITAL.

Authorizes the issuance of SPRBs to assist West Maui Hospital and Medical Center Foundation, Inc. in establishing a hospital in west Maui.

RELATING TO REPORTING DEATHS TO STATE AGENCIES.

Authorizes the Department of Health (DOH) to disclose lists of names of persons whose deaths have been recorded by DOH, to state agencies that maintain official lists of persons and are prohibited by federal law from sharing information from the lists.  Effective upon approval.

RELATING TO HOME CARE LICENSING.

Extends the sunset date of Act 21, First Special Session Laws of Hawaii 2009, which requires home care agencies to be licensed by the department of health and makes various conforming amendments.

RELATING TO HOME CARE LICENSING.

Establishes initial funding to begin the licensing process for home care agencies.

RELATING TO CARE FACILITIES.

Requires adult residential care homes and community care foster family homes to submit corrective action plans in response to deficiencies detected in DOH inspections within a specified time frame.  Establishes the time frame for DOH to approve or revise corrective action plans.

RELATING TO NURSING.

Replaces references to advanced practice registered nurse recognition with advanced practice registered nurse licensure to align Hawaii's law with national standards.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Amends various sections of the Hawaii Revised Statutes to enable advanced practice registered nurses to practice to the fullest extent of their training and education.

RELATING TO CONTINUING EDUCATION FOR NURSES.

Beginning with the renewal for the licensing biennium commencing on July 1, 2015, requires nurses to complete a minimum of thirty hours of continuing education during each two-year license period.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

Submit testimony in ONE of the following ways:

PAPER:  4 copies (including an original) to Room 310 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-6281 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:      For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

                Electronic testimony will be accepted until the start of the hearing.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
