RELATING TO TEMPORARY DISABILITY BENEFITS. Provides temporary disability benefits to employees who suffer disabilities as a result of donating organs.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND TASK FORCE. Extends the sunset date and the report due date of the Hawaii Employer-Union Health Benefits Trust Fund Task Force and extends the lapse date of the appropriation to support the task force to June 30, 2015, by amending Act 268, Session Laws of Hawaii 2013.

RELATING TO LABOR. Applies provisions relating to prevailing wages for public construction work to public-private partnerships.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Changes the formula for crediting unused sick leave to retirement benefits for public employees who become members of the Employees' Retirement System after June 30, 2014.

RELATING TO PUBLIC WORKS. Establishes the Wage and Hour for Public Works Projects Special Fund to fund enforcement of wage and hour laws for public works projects. Establishes and funds two additional labor law enforcement specialist IV positions in DLIR. Effective July 1, 2014.

RELATING TO WORKERS' COMPENSATION. Imposes a penalty on an employer who does not pay an employee temporary partial disability benefits within fourteen calendar days after the end of the employee's customary work week. Clarifies that an eligibility determination for disability benefits depends on the attending physician to certify the employee's disability every thirty days. Clarifies that the failure of the employee's physician to certify does not disqualify the employee from disability benefits. Allows one-time retroactive certification. Effective July 1, 2300. RELATING TO FIREFIGHTERS. Provides firefighters with comprehensive medical coverage through workers compensation benefits by establishing a rebuttable presumption that a firefighter who suffers from cancer, blood-borne infectious disease, or exposure to biochemical substances contracted the condition in the course of employment. Requires the Hawaii State Fire Council to develop standards and procedures to ensure health and safety of firefighters who may be exposed to hazardous materials in the course of their duties. MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION TO REQUIRE DISCLOSURE OF THE NAMES OF JUDICIAL NOMINEES. Amends the Constitution of the State of Hawaii to require the Judicial Selection Commission to publicly disclose its list of nominees for appointment to the office of the chief justice, supreme court, intermediate appellate court, circuit courts, or district courts at the same time as its presentation of that list to the Governor or the Chief Justice.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO CHANGE THE THRESHOLD VALUE IN CONTROVERSY REQUIREMENT FOR JURY TRIALS IN CIVIL CASES AT COMMON LAW FROM $5,000 TO $10,000. Proposes an amendment to article I, section 13, of the Hawaii Constitution to increase the threshold value in controversy requirement for jury trials in civil cases at common law from $5,000 to $10,000.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION REGARDING THE FREEDOM OF SPEECH. Proposes a constitutional amendment to provide that freedom of speech does not include the expenditure of money to influence elections.

RELATING TO THE JUDICIARY. Requires the salary of the administrative director of the courts to be equal to the salary of the administrative director of the State and the salary of the deputy administrative director of the courts to be equal to ninety-five per cent of the salary of the administrative director of the courts.

RELATING TO FAMILY COURT. Provides funds to the judiciary for one judge and three support staff for the family court of the first judicial circuit. Effective July 1, 2014. Appropriation.

RELATING TO APPROPRIATIONS TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU. Appropriates funds to the department of the prosecuting attorney of the city and county of Honolulu for the career criminal prosecution unit, victim witness assistance program, veterans court, drug court, and Hawaii's opportunity probation with enforcement program. Effective July 1, 2014.

RELATING TO PUBLIC AGENCY MEETINGS. Amends section 92-7(a), Hawaii Revised Statutes, to clarify how proposed administrative rules may be described in public meeting agendas.

RELATING TO THEFT OF PERSONAL ELECTRONIC DEVICES. Establishes a class C felony for theft of personal electronic devices that may be used to store or retrieve personal information. (HB2080 HD1)

RELATING TO COUNTY INFRASTRUCTURE CAPACITY BUILDING CONSTRUCTION FINANCING. Establishes a revolving fund to provide loans to counties, state agencies, or private developers for infrastructure improvements. Makes appropriations.

RELATING TO ELECTIONS. Amends and clarifies the requirements upon which certificates of election are delivered. Provides that certificates of election shall be delivered only after the filing of required candidate committee reports and the payment of any fine assessed by the commission.

RELATING TO ELECTIONS. Allows late voter registration at absentee polling places beginning in 2016 and late voter registration on election day at both absentee polling and precinct polling places beginning in 2018. Appropriates funds. Effective July 1, 2014.

RELATING TO CAMPAIGN FINANCE. Creates public funding program of candidates for the offices of state representative. Repeals provisions under the existing partial public financing program specifically applicable to candidates for the offices of governor, lieutenant governor, state senator, and state representative pertaining to campaign expenditure limits, maximum amounts of public funding, and minimum amounts of qualifying contributions. Effective July 1, 2015.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
