RELATING TO STATE BONDS. Authorizes issuance of general obligation bonds. Makes findings required by article VII, section 13 of the state constitution to declare that issuance of authorized bonds will not cause the debt limit to be exceeded.

RELATING TO TAXATION. Reduces the tax liability for low-income taxpayers by creating a tax credit that will eliminate a taxpayer's income tax liability if their federal adjusted gross income falls below federal poverty guidelines. Reduces a taxpayer's income tax liability by 50% if the taxpayer's federal adjusted gross income falls between 100-125% of federal poverty guidelines.

RELATING TO TAXATION. Excludes income received from deferred compensation retirement plans from the state income tax for taxpayers who meet certain income requirements.

RELATING TO TAX CREDITS. Clarifies the amount of the important agricultural land qualified agricultural cost tax credit.

RELATING TO THE USE OF FUNDS FOR PUBLIC EMPLOYMENT COSTS. Restricts the use of funds appropriated or authorized for vacant state positions to the payment of salaries or wages. Expressly prohibits the use of these funds for vacation credit or payments for transferred or discharged state employees.

RELATING TO COMPENSATION. Adds flexibility to the calculation of overtime compensation for government public works construction contracts greater than $2,000 by providing that overtime compensation be not less than 1½ times the laborers or mechanics basic hourly rate of pay plus fringe benefits. Specifies that the overtime rate be as specified in the collective bargaining agreement when the basic hourly rate is based on a collective bargaining agreement.

RELATING TO WORKERS' COMPENSATION MEDICAL FEE SCHEDULE. Requires DLIR to update the workers' compensation medical fee schedule annually. Authorizes DLIR to establish a workers' compensation medical fee ceiling that exceeds 110% of the fees prescribed in the Medicare Resource Relative Value Scale for Hawaii. Makes appropriations. Effective July 1, 2014. Sunsets June 30, 2019.

RELATING TO COLLECTIVE BARGAINING. Amends a provision of the final position in a collective bargaining arbitration to include only proposals that were submitted before impasse. Provides the arbitration panel with authority to determine if final positions submitted are compliant with statutory requirements.

RELATING TO HUMAN TRAFFICKING. Establishes the Human Trafficking Victim Services Fund to be administered by the Department of Labor and Industrial Relations to provide support and services to human trafficking victims. Effective July 1, 2300.

RELATING TO CAMPAIGN SPENDING. Corrects mistaken reference to section of Hawaii Revised Statutes that was meant to exempt from contribution limits contributions from immediate family, rather than from contractors.
