Amends the advance disposal fee for glass containers to a tiered structure based on the interior volume of the glass container.

RELATING TO MOTOR VEHICLE TIRES.

Imposes a surcharge of $1 per tire on any tire retailer or wholesaler who installs a replacement tire in the State after September 30, 2014.  Repeals on 7/1/2019.

MAKING AN APPROPRIATION TO ASSIST COMMUNITIES WITH THE REMOVAL OF MOTOR VEHICLE TIRES.

Appropriates funds to assist communities affected by discarded or abandoned tires by providing funds for the administration of contracts to remove abandoned tires from the landscape.

RELATING TO ELECTRICAL POWER GENERATORS.

Requires certain diesel-powered electrical power generators to be equipped with diesel particulate filters that remove no less than 85% of the particulate matter.
