      Status & Testimony

RELATING TO SOLID WASTE.

Increases the solid waste management surcharge to $1.25 per ton of solid waste disposed of in landfills or shipped out-of-state.  Sets the solid waste management surcharge to 60 cents per ton of solid waste disposed of at waste-to-energy facilities that accept 150,000 tons or more of solid waste annually.  Provides for no surcharges to waste-to-energy facilities that accept less than 150,000 tons of solid waste annually and for ash disposed of in landfills that originates from a waste-to-energy facility.  Defines "waste-to-energy" facility.

RELATING TO RECYCLING.

Requires electronic device manufacturers to provide a convenient location in each county to accept electronic devices for recycling that shall be open at least one day per week.  Allocates a percentage of the fees collected for the electronic device recycling fund to each county to be used for recycling electronic devices.

RELATING TO INVASIVE SPECIES.

Establishes and appropriates funds for a little fire ant pilot project to research solutions for addressing the little fire ant threat in Hawaii.

RELATING TO ENERGY RESOURCES.

Requires duplexes to include a solar water heater system when applying for a building permit.  Clarifies gas variance requirements to apply only to the ultimate occupant of the dwelling unit.

SB 2243

      Status & Testimony

RELATING TO WASTEWATER.

Allows counties to permit the use of an otherwise authorized individual wastewater treatment system, except cesspools in a special management area, when it pre-dates a county-operated wastewater treatment system and the county determines that allowing the individual wastewater treatment system is fair and equitable.  Requires counties to adopt rules or ordinances no later than December 31, 2015.
